Tier roughly means level, although players have more than one level-up per tier.

Everything in the game is designed around four tiers. For character advancement, each tier encompasses ten ranks (what players would normally consider character-level in an RPG) each.

Characters, zones and content "fit" each other according to their tier; a tier two character should engage tier two foes and explore tier two areas - tier one will be below his standing (too easy) and tier three will be too tough for him to handle. Low tier characters will not be able to enter RvR areas of a higher tier, and although high tier characters will be able to enter lower tier RvR areas they will not be flagged for PvP.
