"Every piece of armor can be dyed with two colors"

Apparently some items can't be dyed at all. I acquired the uncommon item "Scavanged Vestments" and when attempting to dye the item I received the message "this item can't be dyed". I'm not sure if this is arbitrary or not concerning which items are dyeable.
