Within the Empire, the Magister Patriarch (or Matriarch) is the defacto leader of their respective Order, in charge of its administration, and further study of its magical Lore. They are second only to the Supreme Patriarch on issues of the arcane, though--as shown with Balthasar Gelt--one can retain this title along with that of Supreme Patriarch should they attain the aforementioned office.
