One of a number of scouts dispatched by House Arkaneth to hunt down the survivors of Calumel, the Dark Elf Looter is a Dark Elf quest giver NPC in Moonrise Forest, in The Blighted Isle. While attempting to steal a High Elf relic, he fell under some sort of defensive, magical ward.
